Objective 1.1
Decrease the disciplinary incidents and juvenile crime
statistics among Bradley County and Cleveland City School student population.
Performance Indicator
1.1.1
By June 2008, there will be a 20% decrease in the number of disciplinary
incidents in Bradley County and Cleveland City Schools as reported in the
Disciplinary Report submitted to the Tennessee Department of Education.

By June 2008, there will be a 10% decrease in the juvenile crime
statistics as
reported by the
Bradley County Juvenile Court. Element 1 Outcome Indicator
Objective 1.2
Improve the security of school campuses to maintain a
safe, comfortable environment.
Performance Indicators
1.2.1
By December 2006, school campus security threat assessments will be
compiled; the security gaps identified and the results reported to school system
administrative personnel, boards of education, and law enforcement agencies.

1.2.2 By
January 2007, cameras and Critical Incident Management Systems will be installed
on buses and on selected school campuses. Element 1 Process Indicator

August 2007, a community-generated School Safety/Crisis Preparedness and
Response Plan will be developed. Element 1 Outcome Indicator
1.2.4 By
December 2007, school staff self-reported knowledge of School Safety/Crisis
Preparedness and Response Plan will increase by 25%. Element 1 Outcome

Strategies/Interventions to Achieve Goal # 1 [Element
1]:
- Train identified staff using Peaceable Schools
Tennessee, No Bullying Implementation and other related training
materials.
- Provide training to students on conflict resolution and
anger management.
- Implement research-based and other nationally recognized
curricula for students referred by the juvenile system, those enrolled in
school and community after-school programs, and during appropriate classrooms
to turn self-destructive behavior into positive, healthy behaviors through
programs like:
- Life Skills
- Second Step
- Creating Peaceable Schools
- Project Alert
- Peace Works
- No Bullying
- Provide Lifetime Anger Management Plan [LAMP] Classes to
students upon referral; make available similar age-appropriate classes for
interested parents.
- Conduct a threat assessment of school campuses to
identify security gaps.
- Review school campus threat assessment results with
school administrators, parent representatives, civic and community groups,
local emergency responders, and law enforcement representatives.
- Review community-wide School Safety/Crisis Preparedness
and Response Plan with local emergency management personnel, civic and
community groups, parent representatives, and school administrators.
- Establish a community-generated School Safety/Crisis
Preparedness and Response Plan through consultation with Tennessee Department
of Education’s School Safety Center and with assistance from local emergency
preparedness/response agencies, school personnel, and parent representatives.
- Present the school campus threat assessment results and
the School Safety/Crisis Preparedness and Response Plan to a variety of
community constituents through local media outlets [e.g., newspapers, cable
networks, websites]
- Train both school systems’ school personnel on
community-wide School Safety/Crisis Preparedness and Response Plan.
- Install cameras and Critical Incident Management systems
on school buses and on selected school campuses.
- Provide additional security measures to ensure safe
campuses.
- Provide law enforcement presence where requested at
disciplinary hearings or truancy cases.
