Goal # 3 – Increase Access to School and Community Mental Health Preventive and Treatment Intervention Services [Element 3]

 

Objective 3.1

Provide screening and assessment in the school setting to detect students at risk for depression and other mental health issues.

 

Performance Indicators:

 

3.1.1        By December 2006, students will be routinely screened for depression and other mental health issues. Element 3 Process Indicator

3.1.2        By March 2007, students identified through screening process will be routinely assessed and referred for treatment intervention services. Element 3 Process Indicator

 

Objective 3.2

Provide observation, consultation, and strategies for early childhood center and classroom teachers dealing with students with behavioral and mental health issues.

 

Performance Indicators:

 

3.2.1        By March 2007, 70% of early childhood center and classroom teachers across both school systems will report having received training on identifying students with mental health risk factors. Element 3 Process Indicator

3.2.2        By June 2007, administrative and other identified school personnel [e.g., school

counselors, SROs, and  school nurses] will be trained in classroom intervention strategies. Element 3 Process Indicator

3.2.3        By March 2007 30% of the early childhood center and classroom teachers will report having received consultative services from specialists associated with the Safe Schools/Healthy Students grant. Element 3 Process Indicator

 

Objective 3.3

Increase connection between schools and community health agencies to provide a comprehensive plan for delivery of preventive and treatment intervention mental health services for in-school settings.

 

Performance Indicator:

 

3.3.1        By June 2006, school personnel and community-based mental health agencies to connect students/families in need with the community mental health resources develop a plan from the Memorandum of Agreement. Element 3 Outcome Indicator

 

Objective 3.4

Increase access to community mental health treatment intervention services for identified students and families in crisis for both in school and out-of-school settings.

 

Performance Indicators:

 

3.4.1        By June 2008, the number of referrals for mental health services for Pre K – 12 students and/or their families will increase by 15% as compared to the 2004 – 05 school year data. Element 3 Outcome Indicator

3.4.2        By June 2008, referrals from the juvenile justice system for mental health

treatment intervention services will increase by 15% as compared to 2004 – 05 school year data. Element 3 Outcome Indicator

3.4.3        By June 2008, recidivism rates through juvenile justice system will decrease by

15% as compared to 2004 – 05 school year. Element 3 Outcome Indicator

3.4.4.      By June 2006, 100% of students placed in the Juvenile Justice Detention Center will have access to mental health preventive and treatment intervention services.

3.4.5        By June 2007, 100% of students leaving the Juvenile Justice Detention Center will have a plan for re-entry to school and community. Element 3 Outcome Indicator
