Goal # 2 – Reduce and Prevent Substance Abuse and Violence [Element 2]
Objective 2.1
Introduce and integrate ATOD curricula into after-school and summer educational, social, and recreational programs to teach alternatives to alcohol, tobacco, and other drug use [ATOD].
Performance Indicator:
2.1.1 By June 2006, partners and staff to receive ATOD curricula training will be identified. Element 2 Process Indicator
2.1.2 By December 2006, appropriate ATOD curricula will be identified and staff trained on the ATOD curricula. Element 2 Process Indicator
2.1.3 By June 2007, integration of ATOD curricula into educational programs will be verified. Element 2 Process Indicator
Introduce and integrate ATOD preventative curricula across all grade levels including alternative schools and early childhood centers.
Performance Indicators:
2.2.1 By June 2006, programs and staff to receive ATOD curricula training will be identified. Element 2 Process Indicator
2.2.2 By December 2006, appropriate ATOD curricula will be identified and staff trained on the ATOD curricula. Element 2 Process Indicator
2.2.3 By June 2007, integration of ATOD curricula into educational programs will be verified. Element 2 Process Indicator
2.2.4 By June 2008, drug related suspensions and expulsions will decrease by 15% across both school systems. Element 2 Outcome Indicator
2.2.5 By June 2008, according to secondary students’ self-reported data on the California Healthy Kids Survey, there will be a 10% reduction in ATOD usage.

Introduce and integrate violence prevention curricula in after-school programs and early childhood centers.
Performance Indicators:
2.3.1 By June 2006, programs and staff to receive violence prevention training will be identified. Element 2 Process Indicator
2.3.2 By December 2006, appropriate violence prevention curricula will be identified
and staff trained on the violence prevention curricula. Element 2 Process Indicator
2.3.3 By June 2007, implementation of violence prevention curricula into educational programs will be verified. Element 2 Process Indicator
2.3.4 By June 2008, there will be a 20% decrease in the number of violent incidents in Bradley County and Cleveland City Schools as reported in the Disciplinary Report submitted to the Tennessee Department of Education.

Gather community input to determine ways to mobilize community resources to address youth issues: racism, substance abuse, high school drop out rate and violence.

2.5.1 By December 2006, two community forums will be held to gather feedback on youth issues in our community. Element 2 Process Indicator
2.5.2 By June 2007, a community-generated plan will be developed for addressing youth issues. Element 2 Outcome Indicator
